William H. Gruber, Ph.D.

William H. Gruber is president of Cambridge Innovation research (CIR) and former Chief Information Officer (CIO) of Risk Management Foundation (RMF) of the Harvard Medical Institutions.  After more than a decade on the faculty of the MIT Sloan School of Management, Dr. Gruber founded Research & Planning, Inc.(R&P), a multi-million dollar consulting firm specialized in assisting clients in the strategic use of information technology.  R&P serves many of the country's leading users and vendors of information technology.  R&P was acquired by AppNet (APNT on NASDAQ).

Dr. Gruber assisted RMF to launch a number of technology-enabled strategic initiatives including a new venture to sell RMF malpractice claims analyses to a global market.  Dr. Gruber's current responsibility as president of CIR includes client assignments on business and technology strategy in the delivery of health care at a time of chaos in the United States health system.  He taught courses in health care economics and management as an adjunct professor in the Boston college Graduate School of Management.  Consulting assignments in health care include the Pharmaceutical Research and Manufacturers Association and twenty-five years of consulting assignments with Pfizer.

Dr. Gruber is widely recognized as the co-developer of the Chief Information Officer (CIO) concept and as a leading visionary in information resource management, strategic technology planning, and education for competitive advantage in the use of information technology.  He also coined the term global Information Officer (GIO) in his article, "Global Information Officer: The CIO Grows Up."  He has been teaching, researching, and publishing on the management of technology change and management in an age of discontinuity for over forty years.

In Dr. Gruber's academic career he co-taught MIT courses with Dr. Donald g. Marquis, director of the MIT Research Program on the Management of Science and Technology, Dr. John F. Rockart, Director of the MIT Center for Information Systems Research, and Dr. Robert Wood, Chairman of the MIT Politician Science Department.  As a graduate student, he assisted Frederick G. Lesieur, director of the MIT Scanlon Plan of Union Management Cooperation.  While at Harvard Business School, Dr. Gruber published two articles with Dr. Raymond Vernon, then director of the HBS Multinational corporation Program.  Dr. Gruber has co-authored multiple articles on the transformation of the health care industry with Dr. David S. Rosenthal, director of the Harvard University Health Services and professor, Harvard Medical School.
