Dr. Gruber’s doctoral thesis "Productivity, Education, and change in the labor force" 1965, forecasted a transformation in the United States economy driven by an improvement in productivity .  This thesis predicted that this would create a shortage of highly educated workers and an inability of workers with low educational attainment to find jobs. This graduate work at MIT was the beginning of Dr. Gruber’s research, publication, speaking, and consulting assignments on the importance of technology in economic growth, company performance, productivity and competitive advantage of the United States in global trade and investment.

Research & Development (R&D) management and government science policy were relatively underdeveloped fields in the early 1960s and Dr. Gruber’s early research pioneered in the basic concepts of the transfer of technology, the innovation process, technology and international trade, and the interface between R&D and other corporate functions. Dr. Gruber’s technology and trade article in 1967 was the first empirical test of the product life cycle in international trade. His Transfer of Technology book in 1969, translated into Japanese, created a model of technological innovation that was used in National Science Foundation retrospective studies of the sources of major inventions.

Dr. Gruber’s teaching, research and consulting in R&D management on technology strategy and the interface between R&D and other corporate functions were key inputs to his follow-on career focus on the information technology revolution.
